Application to test validity and of run config file.

Usage: testRunConfig runConfigFile runType

Parameters:

	runConfigFile	Run configuration file that described data in xml format.
	runType	One of the following four options:MADnes MADmap MADspec springtide.

testRunConfig can be run on a run configuration file to test consitancy and validity and of run config file. There are two outputs from this application upon sucessful completion: a parsed and binary version of the input run config file. The parsed xml describes how M3 interpreted the input file. An important feature is the production of a binary version of the run config which is much faster for an analysis application to read in at run time. This benefit is especially important for large run config files that reference many files.
